Case Summary
Allegations
The case centred around serious professional misconduct by the registrant, a pharmacist and company director, who allowed Hart’s Pharmacy to operate on 24 March 2017 in the complete absence of a Responsible Pharmacist. Despite stringent legal requirements under the Responsible Pharmacist Regulations 2008, the registrant knowingly left the pharmacy open, enabling it to dispense medicinal products—including methadone (a Schedule 2 controlled drug) and other prescription-only medicines—without qualified oversight.
Even more concerning was that the registrant falsely completed the pharmacy’s official record to show he was the Responsible Pharmacist on-site, when in fact he was fulfilling that role at another premises (Maginn’s Pharmacy) at the same time. This created a dangerous and misleading dual registration in the Responsible Pharmacist logs, violating core legal and ethical standards in pharmacy practice.
