Pharmacist Suspended for Unsafe eBay and Amazon Sales and High-Risk Overseas Prescribing Partnership

Allegations:

  • Between April and June 2021, the registrant supplied pharmacy-only (P) medicines via the eBay platform without adequate systems in place, including:
  • Failing to carry out an adequate risk assessment for online supply.
  • Failing to verify patient identity.
  • Failing to obtain sufficient information to assess suitability of medicines.
  • Failing to prevent inappropriate, excessive, or multiple supplies.
  • In June 2021, the registrant entered into an agreement with EU Meds Limited to dispense private prescriptions where:
  • The prescriber was not registered with a UK healthcare regulator.
  • EU Meds was not registered with a UK regulator.
  • No adequate verification of the prescriber’s registration or authority to prescribe to UK patients was undertaken.
  • No adequate risk assessment was conducted regarding working with a non-UK prescriber.
  • The registrant failed to ensure prescribing complied with UK guidance.
  • No adequate assessment was made of risks associated with dispensing medicines liable to abuse, misuse, or overuse.
  • Between June and July 2021, the registrant failed to adequately audit and risk assess the EU Meds service, including:
  • Not knowing safeguards to prevent over-ordering.
  • Not routinely reviewing prescribing decisions or making clinical interventions.
  • Not adequately checking identity verification processes.
  • Not checking delivery and returns processes.
  • During the same period, the registrant dispensed high-risk medicines without:
  • Adequate clinical checks.
  • Ensuring GP or other healthcare professional involvement.
  • Adequate SOPs for the service.
  • Proper private prescription record entries.
  • In May 2022, the registrant supplied Fluconazole via Amazon without:
  • Sufficient patient information.
  • Conducting WWHAM questioning.
  • Adequate pharmacist supervision.

Outcome: Suspension for 3 months with review; Interim Suspension imposed

Allegations

This case concerned serious governance and patient safety failings arising from the registrant’s expansion into online pharmacy services between 2021 and 2022 .

The registrant was the Superintendent Pharmacist, Responsible Pharmacist, and director of a community “bricks and mortar” pharmacy. In early 2021, the pharmacy began selling pharmacy-only (P) medicines via eBay and Amazon. These included products such as hydrocortisone 1% cream. Approximately 8,884 items were sold on eBay alone, generating over £50,000 in revenue .
