Boots Pharmacist Suspension Extended After Codeine Theft, Self-Dispensing and Failure to Report Police Caution

Allegations:

The registrant worked at Boots Pharmacy, 60–62 Maddison Street, Blyth, Northumberland, between an unknown date and 26 September 2022.
From approximately 24 July 2022, the registrant was signed off sick.
While signed off sick, the registrant attended the pharmacy and, while not signed in or due to work:
on 2 and 5 August 2022, signed into the pharmacy’s information and stock management system, Columbus, without authorisation; on 5 August 2022, entered the dispensary without authorisation, selected medicine for their own prescription, clinically and accuracy checked their own prescription, and dispensed their own prescription; on 20 August 2022, entered the dispensary without authorisation.
On the following dates, the registrant manually ordered medicines through Columbus, recording the justification as “seasonal” or “services”: 13 April 2022: 560 tablets of codeine 30mg; 12 May 2022: 560 tablets of codeine 30mg; 18 July 2022: 420 tablets of diazepam 2mg; 20 July 2022: 1120 tablets of codeine 30mg.
Allegation 5, which alleged dishonesty and/or lack of integrity in relation to those orders and an intention to use the medicines personally, was not proved.
On 7 December 2022, the registrant received a conditional caution from Northumbria Police for theft by employee, namely stealing 3 packs of codeine from the pharmacy where they were employed as a pharmacist.
The registrant failed to declare that caution to the GPhC within 7 days.

Outcome: The Fitness to Practise Committee found that the registrant’s fitness to practise remained impaired and extended the existing suspension for a further 6 months.

For a pharmacist audience, the medicines involved matter. Codeine and diazepam are both medicines with well-recognised misuse and dependency risks, so any unusual ordering pattern, unexplained stock movement, or irregular access to dispensing systems is likely to raise immediate governance and patient-safety concerns. The case also involved a particularly serious procedural failing: the registrant clinically and accuracy checked, then dispensed, their own prescription. That cuts across core dispensing safeguards. Independent clinical checking, separation of functions where possible, and the avoidance of self-dispensing are fundamental controls designed to reduce error, prevent bias, and maintain confidence in the integrity of the supply process.
