- Continued to work on seven occasions between 12 September 2009 and 28 November 2009 while unregistered.
- Knowingly practised as a pharmacist during this period, fully aware of their unregistered status.
- Deliberately and dishonestly secured or allowed employment as a pharmacist while not legally entitled to practise.
- Dishonestly entered, or allowed to be entered, personal details into the Responsible Pharmacist’s Register on multiple dates without entitlement.
- Misled their employer by failing to disclose their removal from the register and by signing the Responsible Pharmacist’s Register.
- Caused or permitted the supply of Prescription Only Medicines without the supervision of a registered pharmacist.
- Accepted possession, control, and responsibility for controlled drugs without lawful authority.
- Demonstrated a failure to appreciate the importance of registration and showed deliberate disregard for the registration system.
- Abused a position of trust, thereby undermining public confidence in the profession.
Outcome: Suspended from re-registration for 6 months

Case Summary
Allegations
This case arose after the registrant failed to pay the annual personal retention fee due on 1 June 2009, resulting in removal from the register on 2 September 2009 following statutory notification. Despite this, the registrant continued to work in a pharmacy on multiple occasions over a period of more than two months. The allegations went far beyond a simple administrative oversight. The panel was presented with evidence that the registrant knowingly and deliberately practised while unregistered, misled their employer, and took on responsibilities reserved exclusively for registered pharmacists.
Particularly serious were the allegations relating to the Responsible Pharmacist’s Register. By signing this register while unregistered, the registrant created the false impression that the pharmacy was operating under lawful supervision. In addition, the registrant was alleged to have caused or permitted the supply of Prescription Only Medicines and to have accepted responsibility for controlled drugs—activities that carry significant legal and clinical risk if undertaken without proper authority.
