Pharmacist Suspended After Dishonest Independent Prescribing Course Applications and MEDLRN Website Concerns

Allegations:
- Shared inaccurate and/or misleading information on the MEDLRN website in relation to the University of Manchester Independent Prescribing course, including the course duration, accreditation dates and fees.
- Displayed the University of Manchester’s name and logo on the MEDLRN website without permission. This was admitted.
- Signed University of Manchester Independent Prescribing course applications for students and claimed to be their line manager when he was not.
- Knew or ought to have known that several applications named the same Designated Prescribing Practitioner or Designated Medical Practitioner for supervision.
- Was alleged to have shared false testimonials from pharmacists who were not on the GPhC register. This was not proved.
- In relation to the University of Wolverhampton Independent Prescribing course, allowed supervision of a number of students via MEDLRN, including supervision taking place at the same time and involving the same DPP and/or DMP.
- Charged students a fee to find them a DPP and/or DMP for supervised practice support, knowing that payment to a DPP/DMP could present a potential conflict of interest.
- Was alleged to have acted dishonestly or misleadingly in a number of respects. The dishonesty finding was ultimately made in relation to signing four University of Manchester applications as line manager when he was not.
Outcome: Suspension Order for 3 months with review.

This case centred on the registrant’s activities through MEDLRN Limited, a company which offered educational and support services to pharmacists pursuing Independent Prescribing qualifications. The concerns arose in two main contexts: the University of Manchester Independent Prescribing course and the University of Wolverhampton Independent Prescribing course.
In relation to the University of Manchester, the panel considered allegations that the MEDLRN website contained inaccurate or misleading information about the course. This included information about the course length, accreditation dates and tuition fees. The website also displayed the University of Manchester’s name and logo without permission, which the registrant admitted. The panel accepted that website developers may have been involved, but found that, as the owner, creator and designer of the MEDLRN course offering, the registrant bore professional responsibility for ensuring that information presented to pharmacists was accurate, checked and not misleading.
